It's not exactly annoying. Some people just don't think things should be so serious. Unless the person is directing the joke at somebody specifically.

Yes, except everyone has a different perspective on what qualifies as a "serious issue."
And some people use humor to deal with grief.

It depends on whether there's a tragic aspect to it. 9/11 jokes are very insensitive, as are Holocaust jokes, but making fun of politics is perfectly fine.
Though I admit, I've laughed at my share of both.

It's annoying when they're deliberately trying to make it as offensive as possible to a specific audience.
If you tell a holocaust joke to a holocaust survivor who has no intentions of hearing it, you can go fuck yourself.

Joking can be a way of coping.
Also, unless it is directed at a specific person, people shouldn't be so offended.
