Neither are facts. For example, you may say it's a fact that the sun will rise tomorrow. But it may not, if say and asteroid or a black hole destroys it. That probably won't happen, but it still could. We can never form concrete facts about anything because we all see reality differently, if we see reality at all.

That probably won't happen, but it still could. We can never form concrete facts about anything because we all see reality differently, if we see reality at all.

I'd say that they're the other way around. Truth is our perception and fact is what it. However, we have no way of knowing facts, so we use our truths to attempt to determine the facts.
