Not necessarily, ignorant people are usually the ones who believe they can adequately chose a small and select group of people and expect them to behave with power. Simply said, if one is informed they shouldn't be so ignorant as to put their faith in a small government, but should rather spread out the power so one guy doesn't fuck it up for everybody. For america this means the separation of powers among the executive, judicial, and legislative branches. A larger and more intricate government is a nuisance, but its a lot harder for one person to mess up.

That's not exactly what people mean when they argue for smaller government; they're not saying 'less people in the government'. They're saying a less powerful government.
