Steampunk is considered an art form.....a genre of cosplay where science fiction meets history and science fiction. Personally, I find it very creative and interesting. Post a steampunk costume that you'd show up to a cosplay in. I'll start off with some examples.

Not sure who "considers it an art form" ... other than the same way ANY fashion is considered an "art form".

I know a couple people who wear the clothing year-round. The only exception seems to be shoes. The Victorian-era shoes are very uncomfortable, even with "gel" inserts.
