Always! Best way to see what the book is going to be like. Yeah, I always read them. One author I read always has a past time in the prologue and then the book starts in the present day.

She thought it was just a mystery. A sticky, weird, non-comprehensive mystery. The laptop wouldn't come off the surface - a fairly regular table in this case - and there was nothing, that would make it a murder, even though it was a double-homicide...

A prologue is generally part of the story proper; it shouldn't be skipped. I don't always read every introduction or preface, however, as sometimes these may give away plot points.
