Because action, excitement, things you're not suppose to do and things you don't get a chance to do are all popular...

From guys wanting to break rules, to girls being interested in bad boys, to action, mob, drug movies and TV shows.... all of them push the interesting sides of popular entertainment... even though they might not be good things.

In the same way GTA is popular, because of the freedom and sandbox gameplay,the things you're not supposed to do IRL, can be expressed freely in a medium that both allows and penalises you for it. That and driving cars you'll never own, making millions, learning the intricacies of drug trade, racketeering, money laundering, and such.

Also many cartoons, especially action/violent ones in the 80s/90s had to have PSAs in them. Sonic Says, Sailor Moon Says, G.I. Joe, Captain Planet. Most of those cartoons were just silly, and not to be taken seriously, and those PSAs were part of the joke, since they were so obvious and did people actually listen?

If wars are bad, why do we idolize soldiers?

I mean, let's face it. If there weren't soldiers, there wouldn't be wars. LOL
