I've been hearing about rules and laws that are supposedly on the books, but they're almost never enforced... so are they really important? Examples, I've heard that (in my area at the time) children under 13 weren't allowed to stay home alone... we're not allowed to travel with people in the back of pick-up bed, playing poker or gambling with money, age limits for certain things (like playing on a game machine)

Wrong. As long as a law is on the books, it has the potential to be invoked. And is usually done so selectively. Even when an old, long-ignored law is used, and the defendant fights it in court and wins, it has not been without cost to that person. What constitutes that cost might be time, legal bills, lost work, and/or any number of other things.

If something is important enough that we need a law for it, that law should be enforced. Certainly there is room for some discretion, but overall, if a law is "unimportant", then it shouldn't exist.

I agree, that a lot of the laws shouldn't exist! But a lot of these are silly and probably aren't enforced.

And those laws should not remain on the books. Most are never enforced, true, but a law dating to 1897 was invoked here in the late '90s, and took the ACLU and 4 years to reverse the conviction. And that happened to be a petty misdemeanor. It used up a helluva lot of taxpayer money, too. A few states, mine included, still have laws criminalizing sodomy, despite SCOTUS' ruling rendering it null and void in 2003. The law here was amended in 2016, but left that part of the law intact. So it remains on the books. If it is ever invoked, it will be thrown out, but not without inconveniencing and costing both the person charged and the taxpayers.

Any of the silly or pointless laws that they got on the books and even the police don't think is a big deal.

There are TONS of them, mostly outdated.

As my closest cities chief of police once said, there isn't a single vehicle on the road that completely follows all the state laws... not even the police vehicles because they have electronic in the front dash area.

But they don't ever enforce most of those laws, and let all the vehicles drive around, because even the police don't take those laws serious.

Article 134: General Article. This article of the Uniform Code of Military Justice is a catch-all for offenses that are not spelled out elsewhere. It covers all conduct that could bring discredit upon the armed forces that are not capital offenses. It allows them to be brought to court-martial.
