In England, a lot of the tests ("S.A.T.S" ect,) are to grade the teachers as opposed to the students. It's just made to look like it's for the students.

I grade their grammar/spelling/etc on tests. My seventh grade social studies teacher actually thanked me for pointing out that he said woman when he clearly meant women.
