not always. i once went trick or treating at this really cool house where every year the people that live there decorate their house like a huge piarate ship with skeleton piarates that actually move and talke, thunder sound effects, and more. when i got there all the lady had was a twizzlers (i hate twizzlers), and we were only allowed to take one. plus, she rolled her eyes at me when i told her what my constume was!
