Was there a base nearby? I know some people in the armed forces are stationed bases near malls, they will go there to buy things. Therefore, they'd still have to be in uniform if they're just leaving on lunch time, etc.

This doesn't happen in England, but when I went America, there was LOADS of people in their army uniform just chilling in the shopping centres and everyone was saluting them and all, I thought it was just reet weird.
