Because there are hundreds of other kids doing the same thing. Either there are parents, or it's a group of teenagers. And by the time you eat the candy, there are other/more people around and the candy-giver isn't there. If you get candy on the streets on any other day, you'd usually eat it on the spot, or not too far away. Most people wouldn't notice/acknowledge someone being taken. Besides, on Halloween, the people are in their houses. Cops even go to houses of registered sex offenders and secretly test them. Halloween is safer. As long as you're not alone and/or in the middle of nowhere.
