No, the 'Miranda Warning' only has to be given to suspects in custody before they are interrogated (to inform them of their constitutional rights). It doesn't have to be said when an arrest is being made at all, that's just Hollywood BS. They can still interrogate a person without giving the warning even, they just can't use anything that person says as incriminating evidence against him if that's the case. Also, the legal protections (of the 5th Amendment) have just recently been changed, you should look up 'Berghius v. Thompkins'
