i don't remember anything in the book saying he was white... but annabeth had blonde hair and they were all too old.

The books didn't specify his race, but in the first book it constantly talks about Grover's face turning red, or him blushing a lot. You can't really see someone's face turn bright red if the're black. Besides, if you look at pictures by the author, or fanart, he's almost always a ginger.
