Are you stupid? They are a law that is in place against a person so it is illegal for them to come near you. It's not physically the piece of paper that prevents them from approaching you. It's not that hard to understand.

Well if the offending party comes near their victim, then they will be punished by the cops. So yeah, duh, of course they are effective in some cases...obviously in extreme cases they won't prevent the offending party from approaching the victim, but at least of they do they'll be punished.
