It's called being safe... Most teenagers dont remember what that means, but are later reminded when in accident.
You have a valid point. Many people are rushing due to being late or speed out of habit or maybe even for the fun of it. However, in some situations, when everyone else is driving 10 miles per hour over the speed limit, it's safer to drive with the flow of traffic than drive the speed limit (or even under) because when there's that much of a speed difference, people start driving more recklessly, such as cutting people off, dangerously passing, etc.
There's a fast lane and a slower lane for a reason.
