It depends more on how the girl's face and body is shaped. The exact same hairstyle can look completely different on two women.

OP is stating an opinion. OP means that in general, they finds long hair prettier than short hair, but short hair cuter than long hair. Yes there are going to be exceptions, OP was meaning in general.

The question mark on the end goes only for the word amirite, which means "do you agree with me?" which is in every single post. And so every post is an opinion, and every post is also a question asking for agreement or disagreement.

Exactly as Nacklefoodle said. OP wasn't questioning what they said, they were questioning if people agreed with them or not.
