Maybe it's more the use of the equipment they're charging you for.
Electricity to run the motor isn't free.
I've always gone inside and asked for them to turn it on for me and they've always told me it was free, which is nice :)
Where I work (Quiktrip) its free. :D
Well they had to purchase the equipment, so it's probably to pay that off
since the government wants more money.
