It actually IS Fez. Not Fes. And he isn't from Panama? It's just a long-standing joke that you never learn where he is from. One time he said he was from "pen-" but got cut off. He also said he isn't Latin, but has Latin pride. He lives on an island, but nobody knows where. It's just funny and made-up. Ah... Fez.

Actually...is IS Fez. It DOES stand for Foreign Exchange Student, but they have never spelled it that way.
