They don't think the puppies are the same. The ones the woman rescued were older and a different color. The puppies the girl threw into the river were very young and probably died almost instantly.

I definitely read a follow up story that the woman who 'saved' the puppies actually was a friend of the thrower, and was had 5 different puppies so people would think the dogs survived and therefore the thrower would get less flak.

I disagree with everyone who is talking about "there's a difference between a puppy and a human life..." The only reason you're saying that is BECAUSE you're human. Humans are no more significant than any insect that you squish under your shoe. In the end, when the Earth finally ceases to exist, that puppy throwing girl will have been no more significant than the puppies she killed. Besides, there's obviously something WRONG with her, she should at least be institutionalized.
