Polar bears are carnivores for one thing and Pandas are omnivores. Also, they live in two completely different regions.

Polar bears survive almost exclusively on meat. Then, there is the giant panda—one of the few bears that is primarily herbivorous—which spends its days munching on bamboo. At the genetic level, pandas are actually bears and they are carnivorous, but their actual diet is almost exclusively herbivorous.
So technically yes, pandas are genetically programmed to eat meat, but they choose to eat only bamboo.
