What do you mean "meant to be"? Dreams are created by your own subconscious, not some factory somewhere. Your mind is probably at least somewhat aware of the affect any kind of dream would have on it.

maybe what they meant was that in the dream there wasn't anything that's supposed to be scary, but you still wake up scared from it

I agree with what PurpleZebra said. Just last night, I had a dream that a friend I haven't talked to in about a month texted me these weird symbols and different languages. The only thing I could somehow make out was "You ruined my life". Doesn't sound scary, but when I woke up I was scared shitless.
