I've never been sure of that one, but learning Latin helped a lot with grammar especially who and whom

Effect is also a verb, but it is used less frequently than "affect." Affect is to cause or interfere, and effect (as a verb) means to bring about something.
His poor playing affected the outcome of the game.
He effected the change in the line-ups, causing them to win the game.
