I wouldn't call it a color. When we hear the word lemon, we can envision the color because it's a physical object with a color we can see. But real colors (like red and yellow and blue) don't need objects for us to relate. They're just colors.

Technically speaking, everything has a color based on the wavelength of the light waves that travel to our eyes. We just have generalized terms that we use more often and are more widely recognized for most colors. If you saw something that was the color lemon, you wouldn't normally say, "Oh, that's lemon," because yellow is the general term, but that doesn't mean lemon isn't its own color. And, at one point, you did associate "red" with things that were red, but now you may use it so often that you can just imagine the color alone.

I see what you're saying, and you're right in a sense; that's how different shades can be allocated their own numbers in web design and such. But generally, lemon isn't a color. To be more appropriate, I'd say "lemon yellow." It's just like I wouldn't say "lime" or "sky" are colors. But if I say "lime green" or "sky blue," then it seems right. That's because they're shades.
