You can't "read anime", what you read was probably a manga. And some guys do look like girls, but not all of them. XD

Some animes do, those are ecchi and hentai. The ones that don't are mahou shoujo or lolicon anime. As for the guys looking like girls, the animes that make them look "manry" is disturbing and fugly...and young looking boys are called Shotas
