I think what they mean is, Halloween used to scare the living $#*% out of you with gruesome scenes on every porch or front yard down the block. Now you're lucky to have that one house in your neighborhood that keeps with the tradition of scaring the neighbors, and every other house just has a smiling, waving, rosy-cheeked Frankenstein's monster inflatable. Is it too much to ask for a good scare on Halloween anymore?
