I would assume that house phones are cheaper than cell phones. I know people who do fine without either one.

My generation generally already owns cell phones, why add the extra, unnecessary bill? Every young adult I know, moving into their own place, do not purchase one. Neither of my parents even have house phones.

My mom has a cell phone for work or emergencies, I have one for friends, and my dad doesn't have one. People call my house phone all the time, if you wanna talk forever without getting a huge cell bill with your friend, or talk to family long distance, its cheaper. Plus, it gives jobs to peopple.
