Apparently a lot of languages group colours together (I don't have a source, but I remember reading it somewhere). Like, we usually just call light blue and dark blue "blue", even though the colours are quite different (and there's a billion shades of blue) and some languages have one word for orange, red and pink. So, I dunno, maybe when the slang for orange-haired people came into the English language, it wasn't changed.

I've got bright orange hair and people always call me carrot top. This is even more stupid than getting called a redhead because carrot tops are freaking green.

They mean that the top or your head looks like a carrot. Not the top of a carrot.
