Depends why the kid gets poor grades. If he's actually struggling and trying his best, then yelling wouldn't do anything. If he refuses to do work or study, punishment is fine.

Yeah, it's after the fact, it doesn't do anything to make the grades I've already gotten any better, and I want to get good grades as much as they want me to. The shame of getting a bad grade is enough to motivate me to do better.
