Think of it this way. By rejecting someone you're not into, you're saving them valuable time and money they would've otherwise wasted on you. Now they're free to invest that time and money on someone who likes them. It'll hurt them now, but trust me when I say you're doing him/her a huge favor.

You're only a bad person if you reject someone and make fun of them for it. "LOL DAT CREEPY GUY ASKED ME OUT LOL" Has happened to me a few times.

As long as it's polite. If you are a jerk while rejecting someone, you are indeed a bad person.
