It is not raw, but it is the raw form of toast. If you consider toast the target state, then the less-cooked form is 'raw'. Like semi cooked meat is still considered raw, but if your goal is just to sear the surface and leave the inside raw, then the seared form is considered already cooked.

Toast is just Bread+. Then of course if you add jelly it's Bread Deluxe.
