That's because guys don't talk about love with their friends nearly as much, so when they do their friends assume they're serious about it.

It doesn't so depend on the gender of the person saying it, more like how often the person saying it says it. And this post is true because girls are usually the ones going around saying their current one is the one. As a female, most people take me completely seriously when I say I'm pretty sure I have found my soul mate because I have never said that about any past boy, and I would never consider saying it about another person as fast as I've said it about this one.
