Using public fear and the threat of terrorism to get people to do what you want is itself a form of terrorism, amirite?

I think just about everything, especially in the news media, is based on scaring people into believing something.

Terrorism has many definitions.
I found this one:
the use of violence and threats to intimidate or coerce, especially for political purposes.
the state of fear and submission produced by terrorism or terrorization.
a terroristic method of governing or of resisting a government.

and the UK terrorism Act:
(1) In this Act "terrorism" means the use or threat of action where-
a smilie the action falls within subsection (2),
(b) the use or threat is designed to influence the government [or an international governmental organisation][2] or to intimidate the public or a section of the public, and
(c) the use or threat is made for the purpose of advancing a political, religious [, racial][3] or ideological cause.
