Because black people are heavily associated with impoverished nations and therefore are more likely to induce a response from the viewer. If, for example, the ads showed poor Chinese kids, they would be less likely to cause a favourable response because they are from a richer nation, which theoretically shouldn't need outside help anyways. That's my take, at least.
