If she has irregular periods, theres no way to predict them so you never miss a period, you just don't have one that day.

But I didn't even get my periods until age 16, the legal age to have sex. Periods have nothing to do with the emotional ability or preparedness for sex.

That tells you exactly. A 16 year old does not have the emotional maturity or the preparedness to deal with the consequences of having sex. I don't see anything wrong with a 16 year old having sex (with a 16 or 17 year old), but at that age you think you are more ready than you actually are.
