Yes, it is. A bike is considered a vehicle and you legally are supposed to use the road to ride one (you're also legally obligated to wear a helmet, reflective gear [at night] and use the appropriate hand singles [though these laws do vary]). You can get ticked to not doing these things (but it rarely happens). The sidewalk is for pedestrians, and as a bike is considered a vehicle, it is not meant to be used on the sidewalk. Anyway, it might be annoying for drivers, but it's also annoying for people walking on the sidewalk. Cyclists can't win. I solved this problem by biking through alleys whenever possible, but on occasions when I had to bike on the sidewalk or in the street I was yelled at equally for both.

well most cyclists go on the road and when they do they are supossed to be treated like a vehicle but they are also expected to obey the rules of the road but personally i have never seen a cyclist actually stop at a stop sign they always bike right through and that is even more annoying then them being on the side walk

I think it depends. If you're just going for a nice leisurely ride in your neighborhood, use the street. If you're biking to somewhere across town where the roads are busy but the sidewalks are generally empty, use the sidewalk. If you're exercising and got the bike shorts and the whole deal going because you go 30 mph, use the street. Basically, use some freaking common sense and do what causes the least trouble for the people around you. Why do people struggle with this idea?

Doing some actual research, it looks as if there is no federal law pertaining to bicyclists on the roadways vs. on the sidewalk. So look at your state laws; in Idaho where I live it is law for Bicyclists to take on all the responsibilities and laws of a motor vehicle on the roadway. Do some research. So if the bicyclists aren't stopping at stop signs or lights, aren't using hand signals, or following the right-of-way rules then they technically should be ticketed just like anyone in a vehicle would. I say more power to them, they are exercising, and being more eco-friendly.
