How do you know they never got any bills? They never showed them doing taxes or on the crapper, doesn't mean that they don't.

The only things the mailbox ever gave either of them were letters from their friends. Unless Steve or Joe had some friends working for the Internal Revenue Service, they never got their bills.

I'm pretty sure email did exist in 1996. Like, less than 10% of people had computers, and it probably would have taken two days to send one, but still.
