If you ever want to say "I don't know" without sounding stupid just say: "I hesitate to articulate in fear I may deviate upon the highest degree of accuracy", amirite?

John Maclean... That's just an insult to the history of this phrase. You need to get out more. Life did not begin with YouTube videos. The fact that you really thought this is sad for your generation.

In the Corps of Cadets, we can't say "I don't know". They make is say "Sir, not being informed to the highest degree of accuracy, I hesitate to articulate for fear that I might deviate from true course or rectitude. In short, sir, I am a very dumb freshman and do not know, sir."

what app did you get it from?

It is way older than that . . . our AG teacher said this very saying in the early 1970s.

It’s from a youtuber called John Maclean , specifically his “my favorite makeup brushes” video ,around 9:36 time stamp . His vocabulary in general is fantastic, you should check him out !
