First of all, they'll most likely shut down YouTube, Facebook, Wikipedia, The Oatmeal, Tumblr, and every other site that just one person decided to upload a copyrighted photo/video to (I use all of those sites frequently). It gives the government the right to monitor private channels. It has effects on health care, trade, and even tourism. The internet is free ground, not the government's. They don't have the right to reign over my internet.

No, that's ACTA. SOPA would just take down copyrighted stuff, that's it.

ACTA is a different thing. It's an international agreement, not just american, and the provisions it makes are different. The most controversial ones are that one, it would make ISPs responsible if their users were pirating data (which means the ISPs would have to constantly police their users' activity, raising costs for both the ISPs and the users and greatly reducing online privacy), and two, it would ban the hosting and distribution of any free software with the capability to access any DRM-protected data (which means those free software projects would have to put severe limitations on their software in order not to be banned from the Internet).

They jail the people who spread copyrighted stuff and they jail people who get the copyrighted stuff.

Yes, they have the right idea, they're just going about it all wrong. Youtube typically does it best to take down copyrighted material. They can't watch every single video that's uploaded to make sure it doesn't have any copyrighted material.
