I sometimes watch an episode with a stopwatch, and stop it whenever something irrelevant to the plot happens, like commercials or long jokes. I usually get about 12 minutes.

They actually lampshaded this in the "Road To The Multiverse" episode, where in one dimension (I believe the one where everything was CGI) Peter walks in and says, " Hey, Lois, I just found an old roll of tape. I should be able to do something funny with this for 5 minutes until the main plot kicks in"
