Well there's something /sort've/ like that already. Like those "Click here to find your credit scores" are animated (I believe they're .swf though).
But can you just imagine a Pepsi animated .gif for an ad on a site, like as a commerical? That'd be awful.

I think OP meant like at the beginning of a GIF, an ad was shown. Like the beginnings of YouTube videos. I may be wrong tho
