A declaration of war has to be approved by congress. Launching rockets at another country is an act of war, not a declaration. But let's say you're right. He still elected not to inform Pakistan of the raid, which was a good move. He handled the situation well.

Why? He ordered the raid and it worked. Certainly, the SEALs involved deserve more credit, but Obama did send them.
He did literally nothing to deserve credit. The CIA tracked him down and the SEALs took him out. All Obama did was say "go get him". That's like thanking Ronald McDonald for the cheeseburger.
Obama had other options, such as airstrike, continuing surveillance, armored attack. He could have done any number of things, but he chose to send the SEALs in to ensure and confirm the kill. He made a good decision.
any number of those options you named off would be a declaration of war, so no he did not have those options. the SEALs were the only option because it had to be done without causing a giant scene. and even so as Obama has no military experience I am sure that sending in the SEAls wasn't even his plan. the ONLY thing he did was approve the operation, he did nothing else and deserves no credit for doing anything else.
