That was primarily to showcase the new picture posts, in my opinion. And no, but I don't think you can just cite a post that was already made and stick a picture behind it.
If the background had been added to the post itself, it wouldn't have been, but all it is is taking an image and slapping it behind the post that somebody else thought of first.
