With the exception of the Roloff twins from "Little People Big World" those two definitely don't have the same build..
I actually thought of them hence "rarely." To be fair, despite the height difference they are both in the same type of shape for their respective heights.

I knew a pair of girl fraternal twins who looked completely different; one had blonde hair and blue eyes, the other red with brown eyes. On top of this their faces looked different. They were the same height/relative weight though, despite the other differences.
Well, it's not a surprise that identical twins are, in fact, identical... But as far as fraternal twins, they can vary in looks as much as siblings who were born years apart. They were formed by two different sperm cells entering two different egg cells, just like any other siblings. It just happened to be at the same time.
