When there is Olympic swimming, there's a line edited in that shows where the world record is. Of course, the line isn't tangible, so the post is a joke.

So this line moves along where the fastest swimmer's finger tips were so if he were there it looks like he's pushing a bar?

Yeah, that was a weird question... Anyway, the record line can only be seen on TV. It shows where the swimmer, who holds the world or Olympic record, was in comparison to the swimmers in the pool during the present race.
