To be fair, it probably wouldn't sound so sea-ish if it hadn't been used in The Little Mermaid.

Though I know that the Big Dipper is supposed to look like a bear and it's called "Ursa Major."

However, she was probably named after the character from the "tempest"

If you're saying it's funny because they used an unpopular name, then sure. If you think it's funny because The Little Mermaid caused the name to be unpopular, it had clearly been declining for the previous decade.
