You can’t deny that wearing clothes that expose the parts of your body that men find arousing to look at will attract the attention of most, if not all men. Not all of that attention will be welcome, and some of the men who are aroused by what they see will be potential rapists. So of course dressing provocatively doesn’t justify rape, but it may well cause it to happen. Attractive women are fully aware of the power they have over men, and know to use that power sparingly, & with caution.
