Sad how? Sad that the government has trouble stopping its citzens from doing something they want to do, even when it's not hurting anyone else? Or sad that all the money we spend on the war on drugs has been a waste?
Sad in the fact that the laws are clearly not working, and that yeah, it's all pretty much a waste.

It's stupid and makes sense. Banning something doesn't make it disappear, it only makes it easier to obtain for certain people. Dealers don't check identification, nor do they care what you've been arrested for. Illegal things will always be easier to obtain than legal things for underage people and people who are restricted from purchasing certain things.
