A statistician from Canada was able to game some lottery cards pretty recently. He won about 90% of the time. Now, he had degrees from MIT and Stanford so it takes quite a bit of prep to win the lottery like that, but it can be done.

Well, obviously that saying doesn't apply to situations like that, but one could argue that luck is simply when someone with the right amount of skill (preparation) just receives a chance opportunity.
