There are always going to be outliers and oddballs in society. We have always relied on the common man to seek help for them and try to stop them when it's clear that they're dangerous, and it's a cowardly betrayal to the world when that person neglects that duty, amirite?

I am assuming that you just mean people who are psychopathic or potentially violent, not just people who do not conform to what is accepted as normal.
