I think it should be a criminal offense for a person to use their cell phone for talking or text messaging while they're driving, and I also think they should apply the "3 strikes" policy to repeat offenders.

Not necessarily true. Sometimes the conversation itself is more problematic/distracting than what you're doing with your hands.

Driving is full time task. If you're focusing on something besides the road, you're falling prey to a distraction and are therefore at more risk to cause an accident. I realize that you can't rid a vehicle of all distractions (kids in the backseat, radio, etc.), but a phone conversation is a big one that should be illegal because of its hazards.

I am disagreeing with the 3 strikes part.
